Shanghai Regulator Backs AI, Blockchain And Quantum Computing To Upgrade Fintech Operations

The Shanghai Financial Regulatory Bureau has issued new guidelines aimed at raising the quality and efficiency of technology finance across the city’s banking and insurance sectors, with a strong emphasis on deploying advanced digital technologies, including artificial intelligence, blockchain and quantum computing, across the full financial services chain.

A central element of the opinion is the push for financial institutions to embed frontier technologies into their core operations. The regulator encourages qualified banks and insurers to build enterprise-level AI platforms and to apply big data, blockchain, the Internet of Things and quantum computing to product development, business decision-making and risk management, thereby lifting the overall digital and intelligent operation level of fintech services.

Alongside infrastructure investment, the guidelines call for a fundamental redesign of how technology companies are evaluated. Institutions are urged to move away from traditional assessments weighted toward financial indicators and toward models centered on scientific and technological innovation capability. By drawing on dedicated databases in technology finance and making use of the Shanghai Science and Technology Points system, banks and insurers are expected to construct specialized evaluation frameworks that produce accurate profiles of tech talent and technology-based enterprises, enabling the faster rollout of tailored financial products.

The regulator also stresses responsible innovation: institutions must strengthen the safe application of AI, reinforce data and network security protections, and manage risks associated with data, models and algorithms, while safeguarding consumer privacy.

Credit, Insurance and Ecosystem Support for Tech Firms

The opinion outlines a multi-layered service architecture designed to follow both the technology lifecycle and the corporate lifecycle. For credit, banks are directed to expand differentiated support for R&D and the commercialization of research results, increase first-time lending, unsecured lending and medium- to long-term loans for small and hard-tech enterprises, and raise the share of loan renewals, with working-capital loans for firms with long cash-recovery cycles eligible for extensions of up to five years.

On the insurance side, the guidelines call for products covering the full innovation chain, including R&D liability insurance, pilot-production insurance, intellectual property insurance and insurance compensating for losses in commercializing research results. Standardized, low-cost coverage packages are to be developed for technology-driven SMEs, and insurers are encouraged to participate in the long-term investment pilot, directing capital toward venture, equity and buyout funds focused on strategic emerging industries and hard tech.

The framework further institutionalizes a “partner banking and insurance mechanism,” bringing government bodies, industry associations, science parks and investment funds into a coordinated ecosystem offering relay-style equity, credit, bond and guarantee services. It also advances a comprehensive pilot for intellectual property finance, expanding pledge financing and exploring IP-backed securities and service trusts.

Finally, the bureau underscores risk containment: institutions must build independent credit-evaluation systems for tech enterprises, apply AI and large models in risk identification and post-loan monitoring, and embed risk management throughout the entire business process as Shanghai seeks to anchor its role in the Yangtze River Delta international science and technology innovation center.
