EU Lawmakers Call for Summit on Powerful AI and Stricter Regulation of ChatGPT-Like Systems

European Union lawmakers are pushing for new regulations to govern the development of advanced AI systems such as ChatGPT.

A group of a dozen lawmakers has called for a global summit on AI governance to address the rapid development of powerful technologies like ChatGPT.

EU lawmakers have proposed new provisions to regulate the development of powerful AI technologies, including the popular AI language model, ChatGPT. The proposal marks the EU’s significant effort to control the rapid advancements in AI, which are developing faster than anticipated. 

Dozens of European Parliament Members have urged world leaders, including European Commission President Ursula von der Leyen and U.S. President Joe Biden, to organize a global summit to address the governance of advanced AI systems. The members cited concerns about potential risks and harms associated with the technology. In addition to the previously proposed AI Act, lawmakers are calling for a broader set of regulations to oversee a larger range of AI tools.

The declaration was made several weeks after an open letter, signed by Elon Musk and thousands of technology experts, called for a temporary halt in the development of advanced AI systems that are more potent than the newest version of ChatGPT, which can generate text and images based on prompts and mimic human behavior. 

The open letter, issued in March by the Future of Life Institute (FLI), cautioned that unchecked AI could disseminate misinformation on an unparalleled scale and ultimately surpass humans in intelligence, rendering them obsolete and replaceable.

“We share some of the concerns expressed in this letter, even while we disagree with some of its more alarmist statements. We are nevertheless in agreement with the letter’s core message: with the rapid evolution of powerful AI, we see the need for significant political attention,”

the parliament members wrote.

About two years ago, the European Commission introduced a preliminary version of the AI Act, which outlines regulations for AI tools categorized by perceived risk levels. According to Reuters, a parliamentary committee is currently discussing the 108-page draft to reach a consensus by April 26.

In March, Italy banned ChatGPT due to suspected privacy violations. Last week, the Italian data protection authority demanded OpenAI comply with the EU’s General Data Protection Regulation before lifting the ChatGPT ban. OpenAI must ensure transparency, protect data subject rights, and establish a legal basis for algorithmic training using user data. The deadline to complete most of the tasks is April 30. After complying, ChatGPT will be accessible in Italy again.

China has already published a preliminary version of regulations that target generative AI technologies like ChatGPT. The regulations oblige companies to prevent discriminatory content, misinformation, and content that might jeopardize personal privacy or intellectual property.
