UN Security Council Is Set to Have the First Formal Discussion on AI Risks

This week, the United Nations Security Council will have the first formal discussion on artificial intelligence.

The discussion will be chaired by British Foreign Secretary James Cleverly.

The United Nations Security Council has announced the upcoming formal discussion on artificial intelligence. The event, which will take place this week in New York City, is the first-ever formal U.N. meeting on AI.

UN Security Council Is Set to Have the First Formal Discussion on AI Risks

Britain will call to discuss the impact of artificial intelligence on global peace and security. At the moment, Britain is the president of the U.N. Security Council, so the discussion will be chaired by British Foreign Secretary James Cleverly. It’s worth noting that the country aims to become the global leader in the regulation of AI. In June this year, Antonio Guterres, the U.N. Secretary-General, backed a proposal to create a global artificial intelligence watchdog body similar to the International Atomic Energy Agency.

Guterres is most concerned about generative AI. In fact, in some cases, generative AI can be used maliciously. For instance, AI-powered applications can create images, causing misunderstandings derived from realistic deep fake pictures. 

“Alarm bells over the latest form of artificial intelligence – generative AI – are deafening. And they are loudest from the developers who designed it. We must take those warnings seriously”, said Antonio Guterres in June. 

The United Nations allegedly plans to work with a high-level AI advisory group that would assess AI governance arrangements regularly and offer recommendations on how to make them more in line with human rights, the rule of law, and the interests of society. As stated in June, the work will start by the end of this year. 

The most used artificial intelligence tool today is ChatGPT, launched in November 2022 by OpenAI. In May this year, the company’s executives published a report called “Governance of Superintelligence.” The document discusses the necessity of “some degree of coordination among the leading development efforts to ensure that the development of superintelligence occurs in a manner that allows us to both maintain safety and help smooth integration of these systems with society. ”

In the document, Sam Altman, Greg Brockton, and Ilya Sutskever also write that society might need something like the International Atomic Energy Agency for superintelligence efforts.
