Shanghai Regulators Pledge Continued Crypto Curbs Alongside Digital Currency And Cross-Border Hub Expansion

The Shanghai branch of the People’s Bank of China (PBOC) has reiterated its hardline stance against virtual currency speculation while laying out an expansive roadmap for financial innovation during its second-half 2026 work conference on August 4. 

The meeting underscored the imperative of preventing systemic financial risks, with officials pledging to sustain pressure on cryptocurrency trading activities and strengthen oversight of systemically important institutions.

Regulators committed to continuously preventing and addressing risks associated with virtual currency trading and speculation, reinforcing Beijing’s enduring prohibition on crypto-related transactions. The branch also plans to intensify rating and assessment protocols for banking institutions and enhance surveillance of financial entities deemed critical to systemic stability. 

Complementing these defensive measures, authorities will actively promote standardized online marketing practices among licensed financial institutions, seeking to curb misleading digital promotions that could channel retail investors toward unauthorized or risky assets.

Digital Yuan Pilots and Offshore Finance Advance in Parallel

While tightening controls on decentralized cryptocurrencies, the PBOC Shanghai is simultaneously accelerating state-sanctioned digital finance initiatives. The branch emphasized advancing digital yuan (e-CNY) pilot programs, expanding real-world application scenarios, and optimizing payment infrastructure—including streamlined tax refund services for international visitors. These efforts reflect China’s broader strategy of deploying a sovereign digital currency within a tightly regulated framework.

The roadmap also prioritizes Shanghai’s evolution as an international financial hub. Officials pledged to develop offshore finance capabilities, boost cross-border renminbi settlement in commodities and e-commerce, and deepen capital account and foreign exchange reforms. Specialized lending tools and bond market supports for technology and private enterprises will continue, while enhanced exchange rate risk management services aim to assist small and medium-sized enterprises in global trade. 

By integrating strict crypto oversight with the expansion of state-controlled digital currency infrastructure and cross-border financial opening, Shanghai’s regulators aim to cultivate a stable, internationally competitive financial center where innovation operates within clearly defined systemic guardrails.
