UAE’s AI Minister Advocates Use Case Regulation Over Broad AI Governance

In Brief

UAE’s AI Minister, Omar Al Olama, presented a different perspective on the future of AI regulation.

His vision encompassed a paradigm shift away from regulating AI as a whole, and emphasized the need for governing its specific applications.

UAE's AI Minister Urges Shift from Regulating AI as a Whole to Focusing on Use Cases

During the Dubai Assembly for Generative AI, UAE’s AI Minister Omar Al Olama presented a forward-thinking view on AI governance, urging a move from regulating AI as a whole to focusing on regulating its specific applications. Al Olama compared the urgency of AI governance to the protracted timeline of the Paris Agreement and called for a fresh approach to handling AI’s impact on society and industries.

“Governments must stop trying to govern AI as a whole and instead focus on regulating use cases,”

he said.

Al Olama’s vision comes amid the launch of the Dubai Generative AI Alliance, a coalition of tech companies established to advance the integration of emerging technologies. It also aims to bolster Dubai’s transformation into one of the most technologically advanced and efficient governments globally.

In addition, the Dubai government introduced Dubai AI, a generative AI-powered digital city concierge, set to redefine government services by offering comprehensive information and services covering health, business, and education to residents and visitors. The assembly also illuminated the potential benefits of generative AI for the global banking sector, estimating up to $400 billion in gains.

Leading experts in global tech companies and consulting firms underlined that workplace automation through generative AI, capable of autonomously managing everyday tasks, is on the horizon within the next 18-20 months. Industries like nuclear fusion, climate action, and drug discovery are expected to significantly benefit from this emerging technology, with the industrial and pharmaceutical sectors leading the way in its adaptation.

Dubai Aims to Lead the AI Revolution with Global Tech Partnerships

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai, emphasized Dubai’s dedication to becoming a global technology innovation hub during the Dubai Assembly for Generative AI. He underscored the assembly’s significance as a reflection of Dubai’s increasing influence in the global tech landscape.

“Artificial Intelligence heralds a new era in human history, and Dubai seeks to be at the forefront of this transformation,” said Sheikh Hamdan. “The emirate’s unique model for fostering partnerships between governments and businesses is driving its aspirations to become a global leader in artificial intelligence and other emerging technologies. This collaborative spirit also fuels our commitment to convert challenges into opportunities.”
