Phase 2 focuses on user autonomy and decentralization, broadening the Security Council and allowing withdrawals that are resistant to censorship. Phase 3 increases network integrity and participant confidence by decentralizing important roles in the ecosystem and governance. Phase 4 introduces a variety of zkEVM provider implementations while limiting governance to areas crucial for ecosystem resilience and trust-related risk mitigation. This stage strikes a compromise between decentralization and governance, guaranteeing adaptability and dependability while retaining a decentralized culture.
