Cloudflare Launches Monetization Gateway For Agent-To-Agent Payments

Cloudflare has opened its Monetization Gateway for closed beta testing, introducing a pay-as-you-go payment rail designed specifically for AI agents. The service enables website and API owners to charge machine customers on a per-request, per-query, or per-token basis, with transactions settled on the Base blockchain in USDC, a dollar-pegged stablecoin. According to the company, four production use cases are already live, spanning AI inference, web search, market signals, and PDF generation.
The initiative addresses a structural mismatch in how software is currently sold. Subscription models and prepaid credits demand considerable upfront commitments from buyers, whereas agents consume resources opportunistically—visiting new sites, invoking tools, and ingesting data feeds on demand. Payment rails built for human buyers assume high latency tolerance, large transaction values, and identifiable counterparties, none of which suit autonomous agents that require cheap, fast settlement with minimal human oversight. Stablecoins and their underlying networks, Cloudflare argues, are currently the only infrastructure capable of meeting these requirements.
Technically, the gateway leverages the HTTP 402 Payment Required status code, embedding payment instructions directly into the resource request itself—eliminating redirects to checkout pages or separate payment APIs. Sellers define which requests require payment, the applicable cost, and the settlement destination through pricing rules matched against URLs, headers, or query parameters. Cloudflare handles payment verification and settlement through Coinbase’s x402 Facilitator, along with retries, analytics, and protocol updates. For high-value content that may be crawled once but reused repeatedly, the company instead points sellers toward its Pay Per Use product, which relies on verified buyers reporting each use.
Early Adopters Include Ceramic.ai, Stocktwits, and API2PDF
The first production deployment sits within Cloudflare’s own AI Gateway, a model marketplace that already supports per-token billing through a complex pricing engine. U.S.-based customers can now pay for inference at request time to a select set of models by adding a PAYMENT-METHOD: x402 header, with the gateway retrieving pricing directly from the seller’s origin rather than a centralized rules catalog.
Ceramic.ai has applied fixed pricing to its web search API, which serves results from a proprietary index of more than 40 billion pages in as little as 50 milliseconds. The company frames agent-native payments as essential: search consumption is highly elastic—a simple question may require one query, a complex research task hundreds—and agents paying per query can calibrate effort to the stakes of each task instead of rationing against prepaid budgets.
Stocktwits, a social platform founded in 2008 with over ten million users, has created an agent-facing distribution channel for its market signals—sentiment, message volume, follower counts, and trending tickers—priced per individual request. This runs alongside its existing API and enterprise licensing business, which remains unchanged.
API2PDF, a PDF generation API launched in 2018, adopted variable pricing that communicates a maximum per-request cost before agents commit, settling only actual consumption afterward. The company reported that requiring a credit card after the first month previously caused over fifty percent of new customers to abandon the service.
The gateway is currently available to eligible U.S.-based sellers and buyers, with additional geographies planned. Cloudflare intends to expand the product with service discovery for agents, transaction logs, additional payment rails, and identity primitives.
