In his latest essay he points out that the yen stands as the most undervalued major currency, creating unsustainable tensions for Japan, the United States, and China. While conventional solutions such as aggressive Bank of Japan rate hikes or large-scale repatriation of Japanese foreign assets carry severe market risks—including potential destabilization of U.S.
Treasury and equity markets—Arthur Hayes identifies a third, politically preferred pathway: the utilization of the Federal Reserve’s Foreign and International Monetary Authorities (FIMA) repurchase facility.
Under this mechanism, Japan’s Ministry of Finance would pledge its substantial holdings of U.S. Treasuries—estimated at approximately $1.37 trillion across government and Government Pension Investment Fund (GPIF) accounts—to the Fed in exchange for dollars.
These dollars would subsequently be sold in foreign exchange markets to purchase yen, with the repatriated funds channeled into domestic Japanese government bonds and equities.
Arthur Hayes contends that this operation would effectively expand the Federal Reserve’s balance sheet, injecting significant dollar liquidity into global markets without forcing Japan to liquidate its U.S. securities outright.
He notes that U.S. Treasury Secretary Scott Bessent has publicly advocated for raising or eliminating the FIMA facility’s current $60 billion counterparty cap, suggesting that the political groundwork for such a maneuver is already being laid and that Fed Chair Warsh is likely to accommodate the administration’s objectives through the Foreign Currency Subcommittee.
Crypto Market Implications and Strategic Positioning
Arthur Hayes argues that such balance sheet expansion would create a highly favorable environment for scarce monetary assets, particularly Bitcoin, physical gold, and Ether.
Drawing parallels to the COVID-19 period, when approximately $4 trillion in Fed liquidity correlated closely with Bitcoin’s price appreciation, he anticipates that a renewed wave of dollar creation would primarily benefit monetary hedges rather than speculative technology equities.
Within digital assets, Arthur Hayes identifies Ether as a compelling large-cap opportunity, citing its failure to breach 2025 all-time highs relative to peers and its emerging role as a security layer for real-world assets. Additionally, he highlights Ethena (ENA) as a high-beta candidate, noting that a recovery in Bitcoin basis yields could restore attractiveness to its USDe stablecoin product—currently the sixth-largest stablecoin by circulation—and potentially drive significant token appreciation from deeply depressed levels.
While the precise timing depends on procedural changes to the FIMA facility, Arthur Hayes suggests that forward-looking positioning in these assets is warranted, as underlying movements in gold and foreign exchange may precede any official policy announcement.
